Survey of the Galactic WestThe Western frontier of the United Federation of Planets, commonly known as the Borderlands have always been an object of fascination of spacefarers. Before the rise of the Cardassian threat, this region was dominated by three specias: the Kzinti, the Caitians and the Tzenkethi. The high number of habitable planets of the region (at least one in every three solar systems) has left many planetary scientists dumbfounded. This richness is unprecedented so far out from the Galactic Core, and is, thus, sometimes presented as being a product of an ancient, long-gone civilization's massive terraforming project.

The Borderlands were first charted by
Polaris - And back againBoccioni and Culpepper exchanged a nervous glance as they waited for the door to slide open. They were ordered to appear in Starfleet Command and they arrived at haste via air tram. Nobody told them why the haste, only that Starfleet Temporal will de-brief them after their little incident.

Continuing where we left off...

Why the Phase II Enterprise? Because it is a more modern design than the classic Connie. In the Abramsverse, the Enterprise is presented as brand new, the new flagship, whatever. In the novelization, it is written that the Enterprise is the culmination of all the data gathered by the Kelvin crew on the Narada. So here's my interpretation: the Enterprise already existed, but was called back from service a few years before this scene, and was thoroughly refitted, to the Phase II design. She was the testbed for the best tech Starfleet had, and thus the new flagship.

It's funny that you said the Enterprise already existed, especially since we find out in the Countdown into Darkness comics she was around, but she was retired when the new design came out.
