AND the Ambassador class although entered the fleet wayyyy before Nebula classes was on the drawing board but even without refitting,was shown to be more than a macht compare to 3 Nebula class(has been tested in STO,STBC,STFC3,FTM1 and 2,science and ST:Legacy)
In my interpretation the Nebula was a pathfinder/testbed. Starfleet's main-line cruiser, the Ambassador, started to show age and the war with the Cardassians was inevitable (the classic Cardassian War, a la The Wounded). As the war started, Starfleet did the best to win it with the Ambassadors. Mid-war, the Tzenkethi War broke out (Starfleet began occupying Tzenkethi planets for their war effort and the Tzenkethi said "F' you!") The poor bastards were crippled even with Starfleet's old Excelsiors and Mirandas. All in all, Starfleet needed something that could win the war for them. Many new technologies were on the drawing board, and they quickly built the first few prototype Nebulas. Some with multiple nacelles, some with pods, you know, all the freaky-looking variants from The Best of Both Worlds. The Nebula class did win the war for the Feds, but ultimately, it was just a testbed for what is to come a few years later: a ship even bigger, to give back the Federation something that was both physically and psychically lost over Narendra III...

This is my bro's favorite Starship class. He considers the Nebula class to be the Miranda on 'roids and so ready to really open-up some serious hurt on somebody.
NEAT! Love that sense of speed and the streaking nacelles. Also a not often seen view of the ship. She's pretty sexy from this angle. Baby's got back!!
